Gurgaon district land record has been computerized and made Online

Chandigarh, April 28-The entire land record of Gurgaon district has been computerized and made on-line. Any person sitting in any part of the world can now see the record of his land in Gurgaon at the click of a mouse on the website www.jamabandi.nic.in. All Jamabandis of Gurgaon district have been put in public domain and are now available online. This was disclosed by Capt Abhimanyu, Revenue Minister, while presiding over the Division Level Review meeting on computerization of land records held at the mini-secretariat in Gurgaon, today. Capt Abhimanyu reviewed the progress of computerization of land records in all six districts of Gurgaon Division and also asked the deputy commissioners about the hardships they faced. He also sought their suggestions on how the work can be completed in a time-bound manner. With their consent, the Revenue Minister gave the target to all districts of Gurgaon Division, other than Gurgaon, to complete computerization and put land records online by June 30, 2016. He appreciated the efforts of Gurgaon Deputy Commissioner, Mr T L Satyaprakash, and his team for achieving the target. He said that he would again review the progress in the first week of July and hoped that it would be a ‘thanks-giving meeting’, not a review meeting. The task of feeding land records in computers and putting them online has been going on for the last 20-25 years but could not be achieved. All DCs and their teams should work hard to complete the task by June 30, 2016. The deadline will not be extended, he added. Asked why they could not achieve the target, majority of the DCs blamed it on the fact that the number of Patwaris was less. On this, Capt Abhimanyu said that 1,000 patwaris would be joining service soon, And, if required, sanction would be given for hiring more staff for completing the task. The state government wants that on filling khasra number of any piece of land, the entire information should be displayed on the screen of a computer or tablet at the click of a mouse. He exhorted all revenue officers to study best practices in land record keeping the world over and adopt them in Haryana. There is no dearth of resources or funds for such tasks as are meant for facilitating the general public, he said. Capt Abhimanyu asked Mr Satyaprakash to share the modus operandi he adopted for fulfilling the target of putting the land record in Gurgaon online, so that others could emulate in their districts. He also asked him to send a study report on this project which he would like to share with other deputy commissioners. The meeting was attended by the Gurgaon Divisional Commissioner, Dr D Suresh, and all DCs along with revenue officers and District Informatics Officers of National informatics Centres in all six districts falling in Gurgaon Division.

Gohana, Hansi and Charkhi Dadri will be 3 New districts in Haryana. At present there are 21 districts in Haryana. The cabinet has also recommended creation of 7 new sub-divisions, 5 tehsils, 1 sub-tehsil, 6 blocks and change the name of two blocks. A Haryana cabinet sub-committee, constituted for re-organisation of districts, sub-divisions, and tehsils has proposed creation of three new districts in the state. "An administrative committee headed by Financial Commissioner, Revenue will examine the feasibility of the proposal and submit its report before the sub-committee by May 31," said state Agriculture Minister O P Dhankar, who is the chairman of the cabinet sub-committee.
The new tehsils recommended by the sub-committee are Alewa in Jind, Khijrabad in Yamunanagar, Mataluda in Panipat, Raipur Rani in Panchkula and Bass in Hisar district, he said, adding it had also recommended creation of Palawas sub-tehsil in Rewari district. The sub-committee had recommended creation of six new blocks, Badli in Jhajjar, Khijrabad in Yamunanagar, Badauli in Palwal, Pipli in Kurukshetra, Dahina in Rewari and Charkhi Dadri in Bhiwani district. At present there are 126 blocks in the state, the minister said. Dhankar said Chief Minister Manohar Lal Khattar had constituted the cabinet sub committee keeping in view the demand of the people for creation of new tehsils, sub-division and districts.

Nation pays homage to martyr Amit Deswal

Nation pays homage to martyr Major Amit Deswal who made supreme sacrifice in the duty of the nation fighting militants in Manipur. Last rites to be performed today at his ancestral residence in Jhajjar.  A wreath laying ceremony was held for Major Amit Deswal in New Delhi after his body was brought from Imphal. The last rites of the martyred soldier will be performed today at his ancestral village in Jhajjar, Haryana.
Major Amit Deswal was commissioned in 2006 into Regiment of Artillery and was working in Manipur since January 2016. During the encounter he sustained bullet wounds in his stomach and succumbed to his injuries.

Gurgaon name changed to Gurugram

Haryana government has decided to rename Gurgaon, the corporate hub of Haryana on the outskirts of Delhi, as 'Gurugram'. Gurgaon, on the outskirts of Delhi, is known as the cyber city which houses offices of renowned IT firms. It is also a popular destination among party-goers. The government said  the decision was taken on the basis of a request by residents and politicians. The decision to change the name of Gurgaon to Gurugram has been taken on the basis of the representations received at several fora, an official spokesman said. "Haryana is a historic land of the Bhagwat Gita and Gurgaon had been a centre of learning," the spokesman added.
An official gazette said Gurgaon got its name from Guru Dronacharya, the tutor of the Pandavas in the epic Mahabharata. It said the Pandavas gifted the village to Drona, and the area was later known as Guru Ka Gram (village of the master) before becoming Gurgaon. "Renaming Gurgaon,which has an International branding,is an exercise in pure superficiality. BJP Govt should create essential infrastructure" reacted Randeep Surjewala on twitter.

Foundation stone for Haryana’s first Horticulture University laid in Karnal

Union Agriculture and Farmers Welfare Minister, Radha Mohan Singh, on 6 April 2016 laid the foundation stone of Haryana State University of Horticultural Sciences at Karnal, Haryana. The establishment of a fully fledged horticultural university will cater the needs to support the gap between teaching, research and extension activities in the state.
Key highlights of Haryana State University of Horticultural Sciences

  • The university will be built on 118 acres. It will meet the demand of skilled human resources.
  • The varsity will establish the convergence and synergy to disseminate latest technology and horticulture education to the young generation.
  • The university is expected to help in improving productivity levels and to adopt appropriate crop diversification to suit the agro climatic conditions of the region.
  • It will also act as a skill development centre to cater the larger demand for trained manpower in the production, post harvest and processing industries.

मुख्यमंत्री सुशासन सहयोग कार्यक्रम

हरियाणा सरकार ने ' मुख्यमंत्री सुशासन सहयोग कार्यक्रम ' शुरू करने की घोषणा की है, जिसके तहत युवाओं को सरकार के साथ एक वर्ष तक सुशासन सहयोगी के रूप में कार्य करने का अवसर मिलेगा। एक सरकारी प्रवक्ता ने आज यहां यह जानकारी देते हुए बताया कि इस कार्यक्रम के तहत 21 प्रतिभाशाली युवाओं को हरियाणा के 21 जिलों में मुख्यमंत्री कार्यालय के प्रतिनिधि के रूप में कार्य करने का अवसर दिया जाएगा। मुख्यमंत्री सुशासन सहयोगी जिला उपायुक्तों तथा अन्य अधिकारियोंं के साथ मिलकर सरकार द्वारा शुरू की गई विभिन्न योजनाओं के क्रियान्वयन में तेजी लाने कार्य करेंगे। उन्होंने कहा कि इस कार्यक्रम के माध्यम से युवाओं को जिले की विभिन्न समस्याओं को समझने एवं उन्हें सुलझाने का अनुभव प्राप्त होगा। उन्होंने कहा कि चयनित युवा मुख्यमंत्री सुशासन सहयोगी को पहले दो सप्ताह प्रशिक्षण दिया जाएगा और तत्पश्चात उन्हें जिलों का कार्यभार सम्भाला जाएगा। मुख्यमंत्री सुशासन सहयोगी सरकार की विभिन्न मुख्य सरकारी योजनाओं के तीव्र क्रियान्वयन एवं मुख्यमंत्री कार्यालय द्वारा नियमित रूप से भेजे जाने वाले निवेदनों पर अमल करने के लिए कार्य करेंगे। इसके अतिरिक्त, वे विभिन्न समस्याओं के नवीन समाधान पर भी कार्य करेंगे, जिनके सफल होने पर उन्हें जिला एवं राज्य स्तर पर लागू किया जाएगा।
इस कार्यक्रम में भाग लेने के इच्छुक युवा 15 अपै्रल, 2016 तक आवेदन कर सकते हंै। आवेदक को इस तिथि को स्नातक और एक वर्ष का कार्यानुभव या स्नातकोत्तक होना आवश्यक है। इसके अतिरिक्त, आवेदन की आयु 30 वर्ष से अधिक नहीं होनी चाहिए। आवेदन बैवसाइट www.cmgga.ashoka.edu.in पर जमा किए जा सकते है।

Haryana Assembly passes bills for Minimum Educational Criteria for urban local bodies elections

Haryana Legislative Assembly has unanimously passed two bills to make minimum educational qualification criteria mandatory for the urban local bodies election (ULBs). These bills are (i) The Haryana Municipal (Amendment) Bill, 2016 (ii) Haryana Municipal Corporation (Amendment) Bill, 2016. These bill seeks to amend the amend Section 13 A of the Haryana Municipal Act, 1973 and Section 8 of the Haryana Municipal Corporation Act, 1994 respectively.

Key features of the Haryana Municipal (Amendment) Bill, 2016

  • Minimum educational qualification for a candidate contesting ULBs election in the general category would be Class X i.e. matriculation. 
  • Female candidate from open category and a male candidate from Scheduled Caste (SC) will be required to be at least 8th standard pass. 
  • Minimum educational qualification for SC women candidates will be 5th standard pass. 
  • Candidate should not be convicted or have charges framed against him in a criminal case by a court for an offence punishable with imprisonment for not less than 10 years. 
  • There should be no pending arrears of electricity bills against the candidate contesting the elections to ULBs. Candidates must have a functional toilet at their residence.
