हरियाणा की मानुषी छिल्लर बनी मिस इंडिया वर्ल्ड 2017

फेमिना मिस इंडिया 2017 का खिताब हरियाणा की मानुषी चिल्लर ने जीता है। 25 जून को मुंबई के यशराज स्टूडियो में आयोजित समारोह में 30 राज्यों की सुंदरियों को पीछे छोड़ 'मिस हरियाणा' मानुषी चिल्लर ने मिस इंडिया का ताज अपने नाम किया। मेडिकल स्टूडेंट रहीं मानुषी को पिछले साल की विजेता रहीं प्रयदर्शिनी चटर्जी ने ताज पहनाया।  मिस इंडिया का खिताब जीतने के बाद अब मानुषी चीन में होने वाली मिस वर्ल्ड 2017 प्रतियोगिता में भारत का प्रतिनिधित्व करेंगी। 

यह पहली बार है जब प्रतिभागियों ने मनीष मल्होत्रा द्वारा डिजाइन किए गयी  भारतीय पोशाक समापन समारोह में पहनी थी। यह शो करण जौहर और रितेश देशमुख द्वारा होस्ट किया गया था।  इसके अलावा, विनाली भटनागर को मिस एक्टिव क्राउन दिया गया तथा वामिका निधि को 'बॉडी ब्यूटीफुल' का विशेष पुरस्कार प्रदान किया गया।  इसके साथ ही जम्मू-कश्मीर की सना दुआ फर्स्ट रनर अप रहीं वहीं बिहार की प्रियंका कुमारी ने सेकंड रनर अप का खिताब जीता।

Karnal cleanest city of Haryana in Swachh Survekshan 2017

Karnal has bagged the top position among the cities of Haryana as the cleanest city. The outcome is based on a cleanliness survey ‘Swachh Survekshan 2017’ undertaken in 434 cities by the Urban Development Ministry as part of the Narendra Modi government’s “Swachh Bharat Abhiyan”. It was ranked 123rd in 2014. Karnal occupies the 65th place in the list of clean cities of India while Faridabad stands at the 88th place and at Gurugram 112th place .

विस्तार : भारतीय जनता पार्टी के नेतृत्व वाली राष्ट्रीय जनतांत्रिक गठबन्धन (NDA) सरकार ने अन्य पिछड़ा वर्गों (OBCs) से सम्बन्धित एक नए प्रस्तावित आयोग को संवैधानिक मान्यता प्रदान करने के प्रस्ताव को 23 मार्च 2017 को अपनी स्वीकृति प्रदान कर दी। इस आयोग का नया अनाम राष्ट्रीय सामाजिक एवं शैक्षणिक पिछड़ा वर्ग आयोग (National Commission for Socially and Educationally Backward Classes – NSEBC) होगा जो राष्ट्रीय पिछड़ा वर्ग आयोग (National Commission for Backward Classes – NCBC) का स्थान लेगा जिसका गठन 1992 में सर्वोच्च न्यायालय के सम्बन्धित आदेश पर किया गया था। इसमें एक अध्यक्ष, एक उपाध्यक्ष और तीन अन्य सदस्य होंगे। इस प्रस्तावित आयोग के गठन से पूर्व एक संवैधानिक संशोधन करना होगा, जो संभवत: संविधान में अनुच्छेद 338 ‘B’ (Section 338B) को जोड़ने से सम्बन्धित होगा जिससे उक्त आयोग को संवैधानिक मान्यता हासिल हो जायेगी तथा उसे राष्ट्रीय अनुसूचित जाति व जनजाति आयोग की भांति शक्तियाँ हासिल हो जायेंगी। इसके लिए संसद में तत्सम्बन्धित विधेयक प्रस्तुत किया जायेगा। इस विधेयक को संसद के दोनों सदनों में दो-तिहाई बहुमत हासिल करना होगा जिसके बाद देश के राज्यों की कम से कम आधी विधानसभाओं की स्वीकृति भी हासिल करनी होगी। SHARED via SAMANYA GYAN App: https://goo.gl/kqR71x

Haryana Budget 2017-18

Haryana Budget 2017-18 in PDF: Haryana Finance Minister Capt Abhimanyu on 6th March 2017 presented Haryana Budget 2017-18. He was reading out his budget speech in the Haryana Assembly. The FM presented his third budget in Haryana’s Golden Jubilee year.

Haryana Budget 2017-18 Highlights:

• The FM proposed a budget of Rs 1,02,329.35 crore, an increase of Rs 9,041.59 (13.18 per cent) over the last budget.
• The proposal comprises 21.88 per cent as capital expenditure of Rs 22,393.51 crore and 78.12 per cent as revenue expenditure of Rs 79,935.84 crore.
• Fiscal deficit has remained within limit of 3 per cent of GSDP
• Total revenue receipts during 2016-17 estimated at Rs 69,327.09 crore
• Of this, tax revenue is estimated at Rs 45,087.63 crore and non-tax receipt at Rs 15,239.46 crore
• Total capital expenditure is estimated to be Rs 19,657 crore                      
• Nine priority areas: Agriculture, rural development, urban development, infrastructure, education, IT governance, health, women empowerment, development of youth and culture.
• No new taxes in Haryana Budget and No change in current VAT rates
• Bio-diesel, solar devices and parts used for installation of solar power projects made tax-free.
• New scheme Deenbandhu Haryana Gram Uday Yojana to develop 1,500 villages having populations between 3,000 and 10,000; to be implemented in three years with an outlay of Rs 5,000 crore; the scheme is funded by Nabard. During the current fiscal Rs 1,200 crore to be spent.
• Budget allocation to agriculture increased by 18.79 per cent, Rs 3,206.01 crore for agriculture and allied activities.
• Irrigation gets Rs 2,724 crore as compared to Rs 2,397.68 crore last year.
• Budget allocation for rural development increased by 56.69 percent.
• Saksham Scheme to provide up to Rs 9,000 earning potential for unemployed youth.
• Rural development gets Rs 4,963.09 crore in 2017-18 against Rs 3,167.55 last year.
• Panchkula becomes the first district where all villages are getting 24-hour electricity.

हरियाणा बजट 2017-18

हरियाणा बजट 2017-18: हरियाणा के वित्त मंत्री कैप्टन अभिमन्यु ने 2017-18 का बजट 6 मार्च 2017 को सदन में पेश किया। पहली बार व्यय के योजना एवं गैर-योजनागत वर्गीकरण को समाप्त करके बजट को राजस्व एवं पूंजीगत वर्गीकरण के रूप में प्रस्तुत किया गया। 

हरियाणा बजट 2017-18 की प्रमुख घोषणाएँ:

• वित्त वर्ष 2017-18 के लिए प्रदेश के लिए 102329.35 करोड़ रुपये के बजट का प्रस्ताव किया गया है। 
• सकल राज्य घरेलू उत्पाद ने स्थिर मूल्यों (2011-12) पर वर्ष 14-15 के 5.7 प्रतिशत की तुलना में 2015-16 में 9.0 प्रतिशत की उच्च वृद्धि दर्ज की। वर्ष 2016-17 में भी सकल राज्य घरेलू उत्पाद 8.7 प्रतिशत की दर से बढ़ रहा है और वर्ष 2017-18 में यह 9.0 प्रतिशत से अधिक रहने की संभावना है।
•  2016-17 में प्रति व्यक्ति आय विकास दर 7.2% रहने की संभावना है, अखिल भारतीय प्रति व्यक्ति आय 5.9% की दर से बढऩे की उम्मीद। 
• सकल राज्य घरेलू उत्पाद के अनुपात के रूप में कुल राजस्व प्राप्तियां वर्ष 2016-17 में 11.02 प्रतिशत रहने का अनुमान है। 
• घाटे में चल रहे सार्वजनिक क्षेत्र के उपक्रमों की संख्या वर्ष 2013-14 में नौ से कम होकर 2015-16 में छ: रह गई। 
• किसानों की आय बढ़ाने के लिए क्लस्टर योजना। 
• महाराणा प्रताप के नाम पर बागवानी विश्वविद्यालय की योजना। 
• पहली बार व्यय के योजना एवं गैर-योजनागत वर्गीकरण को समाप्त करके बजट को राजस्व एवं पूंजीगत वर्गीकरण के रूप में प्रस्तुत किया। 
• सहकारी समितियां अधिनियम के तहत पंजीकृत सार्वजनिक क्षेत्र के 19 उपक्रम भी अपने घाटे को कम करने में सफल रहे हैं। 
• ऐसा पहली बार हुआ है, जब खाद्यान्न खरीद कार्यों को छोडक़र, बजट ने एक लाख करोड़ रुपये का आंकड़ा पार कर लिया है। 
• रहबरे आज़म स्वर्गीय चौधरी छोटू राम जी के नाम पर 'दीनबंधु हरियाणा ग्राम उदय योजना’ नामक नई योजना शुरू करने का प्रस्ताव। 
• पूर्व उप मुख्यमंत्री स्वर्गीय डॉ. मंगल सेन के नाम से नई योजना ‘‘मंगल नगर विकास योजना’’ शुरू करने का प्रस्ताव। 
•  कृषि और सम्बद्ध गतिविधियों के लिए 3206.01 करोड़ रुपये का आवंटन, यह गत वर्ष के संशोधित अनुमान से 18.79 प्रतिशत अधिक है। 
• सिंचाई और जल संसाधनों के लिए गत वर्ष के 2397.68 करोड़ रुपये से 13.62% बढ़ाकर इस साल 2724.26 करोड़ रुपये आवंटित किये गये। 
• ग्रामीण विकास, सामुदायिक विकास तथा पंचायतों के लिए गत वर्ष से 56.69% अधिक 4963.09 करोड़ रुपये के का आवंटन किया गया। 
• स्वास्थ्य और परिवार कल्याण के लिए गत वर्ष के संशोधित अनुमानों से से 15.52% अधिक 3839.90 करोड़ रुपये आवंटित किये गए। 
• शिक्षा विभाग के लिए 14005 करोड़ रुपये के का प्रस्ताव, जोकि संशोधित बजट प्रावधान 2016-17 से 18.43% अधिक है। 
• बजट अनुमान 2017-18 में कौशल विकास और औद्योगिक प्रशिक्षण विभाग के लिए 487.39 करोड़ रुपये के परिव्यय का प्रस्ताव। 
• खेलों के लिए गत वर्ष के संशोधित अनुमानों से 59.10% अधिक 535.36 करोड़ के परिव्यय का प्रस्ताव। 
• गैर-परंपरागत ऊर्जा विभाग के लिए गत वर्ष के संशोधित अनुमान परिव्यय की तुलना में 154.18% अधिक 112.50 करोड़ रुपये का आवंटन। 
• जन स्वास्थ्य अभियांत्रिकी विभाग के लिए 3382.84 करोड़ रुपये का परिव्यय आवंटित, जोकि गत वर्ष से 16.39 प्रतिशत अधिक है।
• परिवहन विभाग के लिए गत वर्ष से 7.35% अधिक 2459.70 करोड़ रुपये के परिव्यय का प्रस्ताव। 
• महिला एवं बाल विकास के लिए 1247.24 करोड़ रुपये का परिव्यय, जोकि गत वर्ष की तुलना में 23.53 प्रतिशत अधिक है। 
• अनु. जाति एवं पिछड़े वर्ग कल्याण के लिए 736.84 करोड़ और  सामाजिक न्याय एवं अधिकारिता विभाग के लिए 4875.47 करोड़ रु  सामाजिक न्याय एवं अधिकारिता विभाग के लिए 4875.47 करोड़ रुपये के परिव्यय का प्रस्ताव। 
• अनुसूचित जाति एवं पिछड़े वर्ग कल्याण विभाग के लिए 736.84 करोड रूपये के आवंटन का प्रस्ताव।

Teerth Darshan Yojana: State Government of Haryana has started the ‘Teerth Darshan Yojana’ (TDY) for providing the benefits to the senior citizens of the state. The Tourism Minister, Ram Bilas Sharma has prepared this scheme. This scheme includes the people who are above 60 years.

• Under this scheme, the Haryana Government will provide the benefits of Rs 1 Lakh to the senior citizens of the state. 
• Any citizen of above 60 years age of any religion can take the benefits of the scheme.
• Minister said that families belong to BPL or non-BPL category will have to give only 30% cost of the expense of travel rest 70% will be given by the state government of Haryana. The expense of Teerth Darshan Yojana will be bear by tourist ministry of the state.
• This scheme is being run for the poor people who are unable to go to holy places and monuments due to lack of money. 
• Under this scheme, the state government of Haryana will provide the offer to travel to 250 people at one time. The state government will provide the benefit to 1 Lakh senior citizen of the state.

Haryana International Short Film Festival 2017

The first ever Haryana International Short Film Festival will be organized as a part of the Swarna Jayanti celebrations of Haryana in Kurukshetra from April 13 to 16, 2017. As many as 17 countries have sofar given their consent to telecast their films which would be attended by various noted actors, directors and television artistes. While stating this here today, an official spokesman said that as per the directions of the Chief Minister, Mr. Manohar Lal, the film festival was being organised to promote the cultural heritage of Kurukshetra and Haryanvi culture. He said that the film festival would be organised jointly by District Administration, Kurukshetra and Sanskrit Society for Art and Cultural Development in the premises of Multi Art Cultural Centre, Kurukshetra. The spokesman said that 60 films including eight feature films, 40 short films, 10 music videos and one Irani film ‘Children of Heaven’ would be telecast based on various topics such as Swachh Bharat Abhiyan, Beti Bachao-Beti Padhao Abhiyan, cultural heritage of the state and other topics. The best films would be awarded on the last day of festival, besides organising various competitions of singing, music and folk dances. The best artists in these competitions would also be honoured on this occasion, he added. Noted actors and directors namely Mr. Manoj Bajpayee, Mr. Yashpal Sharma, Ms. Meghna Malik, Mr. Ashwini Chaudhary, Mr. Govind Namdev, Mr. Raghubir Yadav, Ms. Mita Vashisht, Mr. Jaideep Ahlawat, Ms. Sumitra Padnekar and other renowned actors and artists would attend the film festival.

Israeli President visits vegetable centre in Gharaund, Haryana

Israel's President Reuven Rivlin on 18th November visited the Indo-Israeli Centre of Excellence for vegetables near Haryana's Gharaunda town to see the achievements of the joint agriculture research and innovation project. The President was received by Haryana's Agriculture and Farmers' Welfare Minister O P. Dhankar and Food and Civil Supplies and Consumer Affairs Minister Karan Dev Kamboj as well as senior officers of the Haryana government. The centre for vegetables in Karnal district, has been operational since January 2011. Both countries share technology and jointly undertake protected cultivation of various vegetables, including tomatoes, cucumbers and capsicum, at the centre. Appearing for Haryana, senior advocate Jagdeep Dhankar said the dispute over sharing Ravi-Beas waters had become an explosive issue in the wake of the steps being taken by Punjab in the past few days to frustrate apex court’s rulings.   “We have given our opinion on the presidential reference. But states are fighting with each other. Something has to be done,” the Bench said in response to Haryana’s plea.
