Regional Centre for Biotechnology (RCB), Faridabad, Haryana

Union Cabinet chaired by the Prime Minister Narendra Modi has given its approval for introduction of Regional Centre for Biotechnology Bill, 2015. The bill aims for establishment of a Regional Centre for Biotechnology (RCB) in Faridabad, Haryana and provide a legal status to the Centre. RCB will give emphasis on novel education programmes relevant to industry, including bio-drug discovery science, medicine and nano-science, designer crops, bioengineering and biomaterials, imaging techniques. It will also include technology transfer, intellectual property and regulations to fulfil and overcome the acute shortage of skilled human resources in India in this field. 
Regional Centre for Biotechnology already has been established in 2008 by an executive order of the Union Government after the approval by the Union Cabinet. Presently it is operational at Faridabad based NCR Biotech Science Cluster. Enactment of law in this regard would not involve any financial implications at this stage.

Haryana Gauvansh Sanrakshan and Gausamvardhan Bill, 2015
  • President Pranab Mukherjee has given his assent to the Haryana Gauvansh Sanrakshan and Gausamvardhan Bill, 2015 or Haryana Cow Protection Bill, 2015.
  • Thus, with the presidential assent the bill has come into force in the form of a law (Act). 
  • It completely bans cow slaughter, sale of beef and beef products in Haryana.
  • Bill brings Complete ban of cow slaughter, sale of beef and beef products in Haryana state.
  • Punishment: Violators will get rigorous imprisonment ranging from three to 10 years and a fine of up to 1 lakh rupees. Any person found guilty in exporting cows for slaughter would be imprisoned for 3 to 7 years and imposes fine between 30,000 rupees and 70,000 rupees. 
  • The bill was passed by the Haryana legislative assembly in March 2015. But after its passage, Haryana governor Kaptan Singh Solanki had reserved it for the consideration and assent of the President as per provisions of Article 201 of the Constitution.

  • President Pranab Mukherjee has given his assent to the Haryana Gauvansh Sanrakshan and Gausamvardhan Bill, 2015 or Haryana Cow Protection Bill, 2015.
  • Union Urban Development Ministry has approved an investment of over Rs 3000 crore for boosting urban infrastructure in 102 cities across five states. The five states are: Haryana, Chattisgarh, Telangana, Kerala and West Bengal. 
  • Haryana Government approved Swadhar Greh scheme, which will assure economic and social security to women in distress. The scheme aims at creating a supportive institutional framework catering to their primary needs in difficult situations.
  • Haryana Government announced that it planned to commission 215 additional sub-stations of various capacities to reduce transmission and distribution (T & D) losses.
  • Chief Minister of Haryana announced to open a Sanskrit University for Schedule Castes (SCs) at Mundri village, which will be named after Maharishi Valmiki.

Swadhar Greh scheme

Swadhar Greh scheme: Haryana Government in October 2015 approved Swadhar Greh scheme, which will assure economic and social security to women in distress. The scheme aims at creating a supportive institutional framework catering to their primary needs in difficult situations. The scheme promises to provide the benefits to women who are deserted and are without social and economic support, prisoners released from jail and are without family, survivors of natural disasters left homeless and are without social and economic support. The scheme will work upon providing basic amenities, such as shelter, food, clothing and health along with economic and social security to women in distress. 
Swadhar Greh scheme Highlights:
  • Swadhar Greh will be set up in every district with capacity to accommodate 30 women.
  • The Greh will cater to the needs of shelter, food, clothing, medical treatment and care of the women in distress.
  • It will provide the women with legal aid and guidance to enable them to take steps for their readjustment in family or society.
  • More than one Greh will be established in big cities and districts with over 40 lakh population or those districts where there is a need for additional support to women.
  • Women above 18 years of age can take benefit of the component.

Haryana Panchayat Election Dates 2015 for 3 Phases: Haryana State Election Commission has announced the Haryana Panchayat Election Date 2015 / schedule for the conduct of elections of Members of all Zila Parishads (except Sonipat) for the election of Panches, Sarpanches and Members of Panchayat Samitis (1st, 2nd and 3rd Phase) for the election of Panches, Sarpanches, Members of Panchayat Samitis and Zila Parishads in and the names of Gram Panchayats and Panchayat Samitis where the election is not being held. Haryana set 10th pass qualification for Panchayati Raj election 2015

Haryana assembly on Monday passed a bill under which candidates for panchayat elections in the state will have to ensure academic qualifications and fulfil other conditions. With this, Haryana became the second state after Rajasthan to fix educational and other qualifications for the candidates contesting Panchayat elections. Under the new bill, contesting candidates will require a minimum qualification of matriculation (Class 10). Scheduled caste and women cabdidates will require middle pass (class 8) qualification and women candidates from scheduled caste category will have to be at least class 5 pass. The bill was passed on the last day of the assembly`s monsoon session amid a walkout by the opposition Congress legislators.
Haryana government has also made it compulsory for candidates filing their nominations in the upcoming panchayat elections to obtain a no objection certificate (NOC) from the electricity department to prove that they don't owe any dues. The officials feel that the move would help to expedite recovery of outstanding electricity bills in rural areas.

Haryana passes bill to abolish Police Recruitment Board

Haryana legislative Assembly has passed Haryana Police (Amendment) Bill, 2015 to abolish the Police Recruitment Board in order to end the nepotism in the police recruitments in the state. Provisions of the bill Gazetted posts in the police service would be filled through Haryana Public Service Commission (HPSC). Direct recruitment to various non-gazetted ranks in the police service would be filled through the Haryana Staff Selection Commission (HSSC). The Bill was mooted by State government led by Chief Minister Manohar Lal Khattar to follow up its commitment of transparent and merit-based selections in the government jobs.

PM Modi inaugurates Badarpur-Faridabad Metro

PM Narendra Modi on Sunday inaugurated the Delhi-Faridabad Metro Line that would allow hassle free travel for around two lakh daily commuters between the national capital and the industrial hub in Haryana. Meanwhile, addressing a press conference in Faridabad on Saturday, Chief Minister Manohar Lal Khattar thanked the Prime Minister for gifting the Metro service which would take the city to another level of progress with better connectivity with other NCR towns. Elaborating on financial details of the Faridabad Metro, Khattar said, the total cost of the project from Badarpur to Escorts Mujesar was to the tune of Rs 2,500 crore. Out of this, Rs 1,557 crore has been borne by the Haryana Government, Centre contributed Rs 537 crore while Delhi Metro provided and amount of Rs 400 crore, the CM said.

Nirmal Gram Puraskar for 15 Haryana villages

15 village panchayats of Haryana have been selected for Nirmal Gram Puraskaar-2013. These villages were choosen under the Prime Minister Narendra Modi’s flafship initiative Swachh Bharat Mission. Gurgaon district alone has 5 villages among the total 15 gram panchayats. These are Bashariya, Dabuda and Dhanawas of Farukhnagar Block and Khanpur and Ransika of Pataudi Block in Gurgaon district. A survey of these gram panchayats was conducted by two teams of Central government and one team of state government; and they were selected for awards for making proper arrangements to maintain cleanliness in the villages. From all over India, 587 Gram panchayats have been selected for Nirmal Gram Puraskaar-2013 under Swachh Bharat Mission.
About Nirmal Gram Puraskaar (NGP): This award is given by President of India to the heads of panchayats that did well in maintaining hygiene in their respective villages by operating women sanitary complexes well, preventing open area defecation, maintaining school hygiene etc.  It was first given in 2005 as a component of its flagship scheme- Total Sanitation Campaign (TSC). Till 2011, it was given by Union Ministry of Drinking Water and Sanitation (MoDWS). But since 2012, it was taken up by the States, while selection of the Blocks and District Panchayats continued with the Centre. Gram Panchayat’s winning NGP usually functions as training centers for people from other panchayat raj institutions aspiring to achieve full sanitation coverage.

Haryana hike cash reward for Inter-Caste Marriage

State Government of Haryana on 27 February 2015 announced its decision to increase the cash reward under the Inter-Caste Marriage Scheme from 50000 rupees to 1 lakh rupees. The reward was constituted under Rule 16 of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989. The reward money would be provided through bank accounts opened under the Pradhan Mantri Jan Dhan Yojna (PMJDY). The government also asked the officers to work on how to make the process of transferring reward money at the earliest to avoid any delay. This decision to increase the cash reward under the inter-caste marriage scheme was made at a meeting of the state level Vigilance and Monitoring Committee held under the chairmanship of the Chief Minister Manohar Lal Khattar at Chandigarh.

Yash Pal Singhal is New Haryana DGP

Haryana Government on 8 January 2015 appointed Yash Pal Singhal as Director General of Police (DGP).  His appointment was confirmed by the Haryana Chief Minister Manohar Lal Khattar. He took over the post with immediate effects. He succeeded S N Vashisht who has been posted as Director General of State Vigilance Bureau. Earlier, Singhal was working as Director General of Vigilance Bureau. He is the IPS of 1983 batch. Singhal will have two-year tenure and he will retire in March 2017.
